Incarcerated Individual Finances
All incarcerated individual related funds are overseen by the Lancaster County Controller who is responsible for conducting financial audits of the respective account annually. Incarcerated individual financial accounts are maintained by the Lancaster County Prison (LCP) with oversight by the Director of Administration.
Accounts
Upon commitment, an account is established utilizing a contracted Account System that provides real-time updates for the account. Monies found on newly incarcerated individuals will be placed in their account at the time of commitment.
Family and friends may deposit money into an incarcerated individual 's account via,
• Cash, credit or debit card at the Kiosk located in the LCP vestibule. (Service fee applies)
• Online by visiting JailATM™ (Service fee applies)
• Securus Technologies - Friends and Family Video Visitation System for phone calls, eMessaging stamps, and tablet media, not commissary (Service fee applies)
• Money order or Certified check only, containing the incarcerated individual’s name and identification number may be mailed to,

Individuals may request to send money outside of the institution by submitting a request with the following:
• Name and address of recipient
• Reason
• Self-addressed pre-posted envelope
Business office will obtain the incarcerated individual’s signature verifying request prior to disbursement
Upon release, the individual will receive a debit card with the remaining funds on their account. For those who are transferred to another institution, a check for the remaining balance sent to that institution.
Associated Fees/Costs
Processing fee: $35.00
• Imposed on every newly incarcerated or re-incarcerated individuals upon commitment.
• Financial privileges or ability to use commissary are not available until this fee is paid in full.
• Individuals will have access to medical services regardless of their ability to pay this fee.
Medical/Dental
• $3.00 – Administrative fee for services by nursing staff
• $5.00 – Nurse Practitioner (NP), Physician Assistant (PA), Doctor or Dentist
• $5.00 – Those who are not referred to the doctor, after initial screening by the nursing staff, but who demand to see the doctor will be charged $5.00
• Those referred to the Doctor by the nursing staff, after initial diagnosis at "sick call", will not be charged a fee to see the doctor.
• No individual will be denied care for legitimate medical or dental needs requiring essential medical or dental care solely because the individual cannot pay the required fees.
Restitution for damage
• Individuals who intentionally damaged or destroy jail property will be responsible for restitution for any damage
• All individuals will be financially responsible for all clothing and county issue. Any issue not returned at the time of release will be charged to the individual’s account.
Misconduct fee
• Individuals who are found in violation of LCP policy and/or procedures are subject to a misconduct fee associated with the severity of the infraction
Excluding medical fees, 100% of incoming funds deposited are credited to outstanding fees. Collection for medical fees is 50% of incoming funds deposited.
